Natural Hazard Mitigation Plan

Peninsula Drainage District #1 (PEN 1), Peninsula Drainage District #2 (PEN 2), Multnomah County Drainage District (MCDD), Sandy Drainage Improvement Company (SDIC) and the Urban Flood Safety and Water Quality District (UFSWQD) are working to annex into a multi-jurisdictional Natural Hazard Mitigation Plan (NHMP) with other local and regional governments. This plan will provide the Districts with access to important federal funding opportunities. PROJECT PURPOSE Obtain a better understanding of the risk of natural hazards to District operations and communicate those risks to the public. Identify and prioritize short-term mitigation actions to high-risk hazards. Gain public input regarding considerations for District priorities. Increase access to federal funding for local mitigation actions. As a part of the planning process, we are interested in hearing about your concerns and ideas related to flooding, and other natural hazards. Please complete the survey below by October 31, 2021. If you have questions about the project, please direct them to Brian Eberhardt at beberhardt@mcdd.org.

The first three questions below ask about your relationship to the managed floodplain where the four Columbia Corridor Drainage Districts - PEN 1, PEN 2, MCDD, and SDIC - operate and maintain many miles of levees and drainage infrastructure to reduce the risk of flooding along the Columbia River. To see a map of the managed floodplain and the Drainage Districts' boundaries, please visit: https://www.mcdd.org/map-of-the-districts/. Note: In 2019, the Oregon State Legislature created the Urban Flood Safety & Water Quality District (UFSWQD) which is currently creating its revenue structure and will eventually take over the responsibility of the Columbia Corridor Drainage Districts with some additional authorities. To learn more please visit https://www.mcdd.org/who-we-are/ufswqd/. By extension, your relationship with the four Columbia Corridor Drainage Districts is also a relationship with the UFSWQD who is joining the plan for continuity.
