Drone (UAS) Registration and Operation Request

A Drone (UAS) Registration and Operation Request must be submitted and approved prior to flight operations with any Boise State owned drone or anyone operating a drone on Boise State grounds.


Requests must be received at least three business days prior to flight operations.

Approval is not guaranteed and additional lead time is definitely recommended, especially if you will plan to operate around Athletics' venues or beyond a LAANC block's ceiling.


If you submit less than three days in advance, you must also email drones@boisestate.edu to alert the reviewers.

FAA requires some training whether you fly for fun/recreation or not:

  • The Recreational UAS Safety Test (TRUST) is a minimum for recreational, educational, and research use.
  • Most other uses require a Remote Pilot Certification under 14 CFR Part 107 (small UAS rule).

Additional Personnel

Include name, pilot credentials (TRUST, RP Cert, in training with direct oversight).

Identify any visual observers for your flight(s) or any assistance you plan to use to control or communicate with bystanders to minimize flight disruption and flying near people.

Provide details about the geographic location including any airports in the vicinity, potential Temporary Flight Restrictions, any threatened or endangered species in the area, etc. Feel free to include attachments via the Attachment field.

Describe take off and landing sites, estimated launch time(s), maximum altitude, use of visual observers/assistance, and other applicable details for your flight plan. Feel free to include attachments via the Attachment field.

Describe logistical efforts to be taken to prevent flight from occurring over people. For a remote operation, the pilot and any visual observers may be sufficient to keep an eye out for people in the area of operation. For on campus operations, visual observers, signage, or creating access restricted areas may be necessary.

Please include any relevant attachments - flight plans, maps, certificate of insurance (non-Boise State drones), etc.


If Boise State is not the drone owner, you must provide proof of general and aviation liability insurance with a minimum of $1,000,000 and the certificate must include "Boise State University" and "State of Idaho" as additional insured.
