UCOP Parking Program Preliminary Information

Complete this enrollment form to request parking access at a UCOP managed garage, communicate your parking program preferences, and commit to payment and program terms and conditions.


Both daily and monthly parkers are required to submit this enrollment form to be able to participate in the parking program at the UCOP Franklin Garage.


All Oakland-based parking participants who choose to park at the Franklin garage must pay for parking through payroll deductions. Information about parking plans and payroll deduction selection can be found in the Parking Participant Contract referenced in this form. Alternate forms of payment such as personal checks or credit cards cannot be accepted due to security issues.


Exempt Employees (monthly). Parking participants will select the amount they wish to have deducted each month in the Parking Participant Contract. For employees paid on a monthly basis, the authorized parking rate will be deducted each month whether you select a monthly parking plan or a daily parking plan. If your first time enrollment and electronically signed parking contract are received and certified between the 1st and 15th of the month, you will be required to pay the full month of parking. If your enrollment is completed after the 16th of the month, you will not be charged for that first month.


Non-Exempt Employees (bi-weekly). Parking participants will select the amount they wish to have deducted each month in the Parking Participant Contract. Payroll deductions for non-exempt staff will be split across two payroll cycles. Payroll deductions align with UCPath processing deadlines following receipt of the completed enrollment form and the electronically signed parking contract. If your first time enrollment is completed and certified between the 1st and 15th of the month, you will need to pay the full month of parking. If your enrollment is completed after the 16th of the month, you will not be charged for that first month.


Parking Access Start Date. Please note there is a 3 business day process window where the Work Management Center will review the submitted enrollment form to confirm all information is received and the employee is eligible to participate in the parking program. Parking access start date is based on the date requested in the Parking Participant Contract plus the 3 business day processing time. Staff will be notified via email when process review is complete and their parking access card is available for pick-up.


Parking Participant Contract and Contact Information

If you are a new employee, you will be issued this as part of the onboarding process. For existing employees, this can be found in your UCPath profile information.

Provide your UCOP email address. If you are a new employee, you will be assigned a UCOP email address when you are issued an employee ID.

If you have not already completed a parking contract, please review the policy guidelines, complete the form, and upload the signed version below.


WMC must approve your parking plan after receiving your signed contract for it to go into effect. Your enrollment will not be processed without a valid contract.

Employee Parking Plan Preferences

This should be the same as the "effective date" entered in the "Parking Participant Contract."


WMC requires at least three business days to process your request. WMC will inform you when to pick up your parking access card in their automated confirmation email to you.

If you selected the Franklin Garage / Daily Rate, indicate the number of days you expect to park onsite in a given month (e.g., if you plan to come to the office two days per week, you would multiple by four weeks giving you a total of 8 days).

Vehicle Information and Requirements

This section requests information on vehicles that you will commute to work in and park in UCOP Franklin Garage. It also requests any specific requirements that may apply for you. If you use a primary and secondary vehicle, enter information for both separated by a space, a slash, and a space (e.g., blue / yellow).
