Construction contracts executed between each Travis County Subrecipient via a subaward, should contain the following supplemental conditions within the construction contract language or as a supplemental attachment. Prior to the issuance of a Notice-to-Proceed (NTP) the subrecipient should host a pre-construction meeting to discuss all project requirements and expectations; the Travis County Health and Human Services Department - Supportive Housing Division would like to receive an invitation to the pre-construction meeting. Additionally, prior to the NTP, the County must receive a copy of the construction contract, which should include at a minimum the construction plans and a project schedule. Travis County expects all necessary and typical construction contracts to contain standard information, including but not limited to a project schedules with a timeline for project delivery, contract provisions for handling change orders, dispute resolution language, standard insurance and bonding requirements as specified by the County in the Subrecipient’s contract, W-9 submissions by all parties, requirements addressing on-site storage (materials-on-hand), requirements for equipment owned or rented, mobilization, invoicing procedures, the process of hiring subcontractors, civil rights provisions, non-discrimination clauses, safety requirements, fair labor standards act, BABA Act, FFATA requirements, as well as other cross-cutting federal requirements that should be addressed in the Subrecipients contract with each Prime Contractor. Section 5.14.5 Subcontracts, states, “The Subrecipient, Subrecipient’s General Contractor, or Subcontractor shall inset any subcontracts the provisions in Subsection 5.15.1 through 5.15.5 and a provision requiring the Subcontracts to include these provisions in any lower tier subcontracts. Subrecipients and Subrecipient’s General Contractor is responsible for compliance by any Subcontractor or lower tier subcontractor with the provisions in Subsections 5.15.1 through 5.15.5.” In addition to these standard requirements, the following mandatory prerequisites must be met before an NTP may be issued.


The NTP will be issued by the Travis County Health and Human Services (HHS) Supportive Housing Division. Per the Travis County Purchasing Department, HHS shall not issue an NTP unless contract certain document prerequisites have been met.

Mandatory Contract Prerequisites

The following documents shall be submitted prior to contract execution and/or prior to the issuance of a Notice-to-Proceed (NTP).

Certificate of Insurance (for the Subrecipient) shall be sent to the Purchasing Office.

Other Required Documents

The following documents shall be submitted for contract management purposes.

Attach the delegation of signature authority form(s) needed to adhere to the wage compliance requirements established by the Travis County Commissioners Court.


This form is needed to allow the company principal to delegate the authority to sign certified payroll to a payroll administrator when certifying the WH-347 forms or the LCP Tracker system.
