Effective July 1, 2024, the Office of Youth & Community Restoration (OYCR) is the Designated State Agency overseeing the federal Compliance Monitoring program, including all activities related to Minors in Detention, Minors in Court Holding Facilities, and Status Offenders and Federal Youth.

Facility reporters must begin submitting surveys, reports, and inquiries to OYCR at OYCRCompliance.Monitor@chhs.ca.gov, on July 1, 2024. OYCR will establish a Compliance Monitoring webpage and updated forms for facility reporter use; this notice will be updated with the direct link when it becomes available.

Submit information on separation incidents to OYCRCompliance.Monitor@chhs.ca.gov for each separation incident that occurred. Submit the report within 24 hours following the incident.

Note: If an incident occurred in the past, it must still be reported.
