Class 1 - Residential dwelling, hostel for 12 or less persons

Class 2 - Building containing 2 or more units

Class 3 - Hostel (13+ persons), residential part of a motel, a school or health care building; aged or disabled care accommodation

Class 4 - Single dwelling inside a building that is class 5, 6, 7, 8, or 9

Class 5 - An office building

Class 6 a & b - A shop, café, restaurant, bar, kiosk portion of a hotel or motel,

Class 6 c & d - A hairdressers, public laundry, undertakers, sale room, show room, service station

Class 7a - A building for storage, display of goods or produce

Class 7b - A public carpark

Class 8 - A lab; building for production, repair, cleaning for trade, sale

Class 9a - A health-care building

Class 9b - An assembly building

Class 10a - A carport; private garage; shed

Class 10b - A fence; mast, antenna; retaining or free-standing wall; swimming pool

Other Approvals

Have you got approval from the National Environment Service (NES) and Te Marae Ora (TMO)?


All buildings require approval from NES and all buildings from Class 1 to 9 require approval from TMO for the septic system (wastewater treatment system).

Some buildings such as two or more levels require structural engineering. Let us know who has provided those detailed designs.

Required supporting documents

The following list of documents must be supplied for your application to be processed. You can either upload them here or hand deliver.


If you upload the building plans, we will add the printing fees to your permit cost. Each page incurs a cost of 10c.

  1. Site plan (to scale) that shows the site of the proposed building along with any future extensions planned, the streets (including proximity to any intersection within 25m), public places, private accessways, location of power poles, power cables and the like
  2. Site plan showing the location of the house on the site, use of each room and location of the wastewater treatment system
  3. Complete working drawings showing structural details, plumbing, sanitation and earthwork
  4. Architectural drawings which show the use of each room, fire exits and escape routes
  5. Structural design criteria used i.e. wind, other design loadings, properties of materials
  6. Structural design calculations and diagrams e.g. for concrete and steel
  7. Fire engineering calculations i.e. sprinklers, firewalls
  8. Test report and certificates e.g. materials and methods of construction, soil properties
  9. Specifications for carrying out the work
  10. Evidence of land ownership as you have indicated in this form.
  11. Evidence of NES and TMO approvals.
  12. For Class 2, 5, 6, 7, 8 or 9 only - Schematics of the exterior façade i.e. what your building will look like on the exterior.
