This section provides instructions for Applicants requesting resolutions required by the Texas Department of Housing and Community Affairs for 9% and 4% Low Income Housing Tax Credit applications.


Please note: All requests for resolutions are subject to 1) a fair housing screen conducted by the Travis County CDBG Office, and 2) approval by the Travis County Commissioners Court. Please review Travis County Code Chapter 277 regarding the fair housing screen methodology. Please ensure information submitted is accurate and complete. Revisions and changes may result in significant delays.


For a RONO request to be considered by the CDBG Office, the applicant must provide the following information:


A. A completed Fair Housing Screen Application for a Resolution of No Objection (RONO).


B. Information regarding the site’s suitability, including:

  1. Documentation identifying any Undesirable Site Features identified in 11 Tex. Admin. Code Section 11.101, of the site and how any such features will be mitigated.
  2. Evidence of zoning of the site as required by 11 Tex. Admin Code Section 11.204(11).
  3. The Site Design and Development Feasibility Report required by 11 Tex. Admin. Code Section 11.204(15).
  4. Information that demonstrates that the site is or will be located on a road accepted for maintenance by Travis County, the municipality in which the access road or site is located, or the Texas Department of Transportation.
  5. Information as to the safety of access to and exit from the site in times of flood or fire for ordinary and emergency vehicles demonstrating that access roads:

Permanent Supportive Housing (PSH): Permanent Supportive Housing provides participants with an ongoing rental subsidy and with intensive supportive services. PSH programs are prioritized for households who are chronically homeless and who are the most vulnerable.


Housing First: Using a Housing First model, a national best practice, ensures housing programs don’t set requirements or barriers for people to access housing.
