Funding for Development/Expansion of Enhanced Children and Youth Community Based Family Settings

Trillium Health Resources (Trillium) is seeking to identify North Carolina Licensed Child Placement Agencies that are mission-driven organizations who will stand as a champion for ALL children to grow up in families. This means serving children who have high demand needs who also require wrap-around supports.


Trillium will provide funding to cover the cost of staff positions that live in the area and are dedicated to recruiting and developing culturally appropriate and diverse families to provide professional parenting, kinship care, enhanced levels of therapeutic foster care, Intensive Alternative Family Treatment (IAFT), Alternative Family Living (AFL) for children and adults, and private residence respite within defined areas throughout the Trillium coverage area.


This Request for Applications (RFA) is open to both in-network and out-of-network NC Licensed Child Placing Agencies who are enrolled in NC Tracks. Only one provider will be selected for each defined area for funding. Eligible providers are encouraged to apply for multiple areas.


This RFA is being used as a means to obtain information from providers that are interested in and capable of expanding and developing NEW ADDITIONAL families for the children and young adults in this area of the state. The youth and young adults that are in need of more options include Trillium Members in Medicaid Direct who are also involved with the Department of Social Services, Department of Juvenile Justice, or who maybe in transition between living arrangements, or who are stepping down in levels of care but require family settings while needed services and supports are put in place some of these children are in need of long term supports and services. Interested providers should apply by COB December 31, 2022.

Include the total budget amount you would anticipate per area selected. For example, if you selected Columbus, Bladen and Brunswick the cost to hire a recruitment and development coordinator to focus on that area is $95,000, New Hanover $110,000 etc) The budget must be broken down by area if more than one area was selected.
