Building Owner Notification or Shared Access Request

Complete this form to request a Building Owner Notification Letter or shared access request for Tier 1 buildings over 50k SF. Only one submission is necessary for multiple Tier 1 buildings with the same owner.


Please note: Tier 2 covered buildings are scheduled to be identified in the Portal by 2025. Features for Tier 2 are not yet available.


Building Owner Notification Letter

Commerce mailed notification letters to building owners on 10/14/21 and 5/23/22. Multifamily buildings may not receive letters as they are not subject to Tier 1 Clean Buildings Performance Standard requirements.


The Standard applies to Tier 1 buildings. Tier 1 buildings are nonresidential, hotel, motel, and dormitory buildings greater than 50,000 gross square feet, excluding the parking garage area.


If you own a Tier 1 building or a building owner representative and did not receive a notification letter with a code to access the Clean Buildings Portal, please complete and submit this form. One of our team members will contact you.


Note that this is a one-time-use code associated with the organization to which the letter was addressed. You can only view the buildings associated with the code and listed in the letter. Request shared access if someone else has already used the code.


Shared Access Request

The shared access feature allows authorized representatives access to view, update or submit an application on a building owner’s behalf. It can also be used to assign others as the primary contact for the building.


Request shared access if:

  • You are an authorized representative (internal or external) and managing a building on behalf of a building owner.
  • You received multiple letters and would like to consolidate access into one account.


Parcel ID(s) and County are required to process your request. To expedite the request, submit supporting documentation such as proof of ownership or an official letter with the organization letterhead authorizing you as a representative.
