3rd party Management Agents are subject to licensing requirements by the OR Real Estate Agency per ORS Chapter 696. Exemptions may apply in limited circumstances.


Does at least one current senior-level employee hold a valid OR Real Estate License, either as a Property Manager or Principal Broker? Documentation of licensure will be validated at time of full Management Agent Packet (MAP) submission. A 3rd party property management agency must have an active Oregon license in order to conduct any property management activity. License must be affiliated in the OREA system to the management agent company that is proposed.

Step 1: Request for Pre-Approval (current step)

Step 2: Request for Full Management Agent Approval, which consists of the full submission of the Management Agent Packet and all related attachments. Step 2 may be submitted:

  • after you have received issuance of OHCS Pre-Approval and
  • once the property reaches 50% construction completion, but no later than 75% construction completion. If the property is an occupied acquisition, the full MAP should be submitted within 30 days of pre-approval issuance.
