2023 ISM Fellowship Application

The Fellowships application is now open for the state, county, and municipal government human services agencies to apply for travel assistance to attend the ISM+ PHSA Conference & Expo. These Fellowships are intended for agencies that have very limited travel budgets.


Priority is given to states, counties, and municipal health and human services agencies that are dues-paying members of APHSA for the CIO,

CTO, and other programmatic directors to attend the conference.

The fellowship can cover registration and up to three (3)

hotel nights at the conference hotel.


Deadline for all fellowship applications is June 22, 2023.

If air/train travel is approved for a fellowship, APHSA will provide a stipend up to $500 for airfare or train travel. Any overage will be the responsibility of the traveler and/or their employer. If mileage, it will be reimbursed at the current IRS mileage rate at the time of travel.

 

 

ISM Fellowship Rules and Guidelines

These are the rules and guidelines you agree to when applying for an ISM Fellowship.


  • I understand a fellowship award is not transferable to another individual in my agency or cross agencies. Fellowships are only available for state or local government employees. Prior APHSA Emerging Leader cohorts are encouraged to only apply for partial fellowships allowing APHSA the opportunity to extend fellowships to new cohorts.
  •  I understand I will be awarded up to a three (3) night stay (room & tax only) at one of the conference hotels. Reservations made outside the conference hotel block or not using the APHSA link will not be honored.
  • I understand that if an additional night is requested, it is not a guarantee that it will be covered by fellowship funds. I further understand, if an additional night is not approved but is still required, my agency will be responsible for the cost.
  • I understand that a stipend of $500 is available to assist with coach airfare, Amtrak, and/or mileage (at current IRS rate) to travel to the conference. If the airfare exceeds $500, I further understand my agency will be invoiced to pay difference. Any airfare change fee/upgrades are not reimbursed. The lowest fare rule will be applied to all airfares for scholarships. APHSA strongly encourages travelers to consider a flight which has at least one stop to secure the lowest fare possible.
  •  I agree to use the appointed ISM Travel Agency (GANT Travel) to book my airfare or train. By using this service, you help APHSA extend our fellowship budget due to lower airfares. We encourage early booking to secure the lowest fare possible; and most likely fares will incur at least one stop to fly to Kissimmee, FL (MCO). APHSA has the right to reject a fare that is unreasonable when over the $500 limit. APHSA will invoice all agencies who have a traveler that has an airfare that exceeds the $500 limit.
  • As part of receiving an APHSA ISM Fellowship, I understand it is expected of me to attend the State and Local Forum on Sunday afternoon and participate in the conference through the closing on Wednesday. Flights will not be approved if they leave prior to the closing session which ends at 12:30 PM (EDT).
  • I understand a fellowship can include a full conference registration, if requested, and is non-transferable.
  •  I understand no miscellaneous travel expenses including meals during travel or at the conference, baggage fees, parking at and/or mileage to/from domicile airport will be covered by the fellowship and are the responsibility of the traveler.
  •  I understand the only meals covered by the fellowship are those which are official conference functions.
  • I agree to notify the APHSA staff immediately if I cannot attend the conference.
  • If accepted, I understand I will be provided with a Registration Code to register myself for the conference. This information will be provided in the confirmation letter. The code is not to be shared with others.
  •  I understand any exceptions to these guidelines must be made in writing to the Fellowship Committee and APHSA ISM Conference Director.
