Request Form

This form is required for submitting requests for multiple athletic facilities for events with a continuous duration, such as leagues, tournaments, or camps. To complete the application process, please follow these steps:


  1. Answer all questions listed on the form.
  2. Attach any required documents.
  3. Click Submit to send your request.


After your application is received, an invoice for the application fees will be sent to your email. The processing of your request will begin once payment for the application fees is made.

Note: To book a simple 2-2-2 permit, please call us at 503-823-2525.

Simple athletic permits allows for two hours during the week (two hours in one day, or two one-hour blocks during the week), and two hours on one weekend day for no more than two weeks from the date of booking. Processing and usage fees are assessed by facility type, field, and per park for courts. All fees and are due at time of booking. Individuals/Organizations are limited to one simple 2-2-2 athletic permit within a 2-week period.

  • Spring/Summer: February 16th - August 15th (Spring/Summer applications accepted December 15th for primary sports and February 15th for secondary sports.)
  • Fall: August 16th - November 30th (Fall applications are accepted June 1st for primary season sports and July 15th for secondary season sports.)
  • Winter: December 1st - February 15th (Synthetic Fields Only) (Winter applications accepted September 15th for primary season sports and October 15th for secondary season sports.)

Insurance Infromation

Insurance*

All league/camp/tournament athletic permits require insurance coverage of their participants and spectators. The permittee is required to provide public liability insurance for bodily injury and property damage in the sum of $1,000,000 per occurrence and $2,000,000 aggregate. The Certificate of Insurance (COI) must state the date(s) of coverage, the coverage amounts as listed above, and name the City of Portland as Certificate Holder. The Additional Insured Endorsement (AIE) must be submitted in addition to the COI and must be an Industry Standard ISO Form (e.g. CG 20 26, CG 20 12) or other approved form. The AIE must name the City of Portland, its officers and employees as additional insured.

IRS Status?*

We will need your status as determined by the IRS to set your fees. Either 501c(3) or 501c(7) confirm you at a Non-Commercial rate. Without the current proof of 501c(3) or 501c(7), you will be charged a commercial rate.

Terms and Conditions

Terms & Conditions*

1 - Account Status Requirement: Applicants must have a good standing account with PP&R, with no unpaid balances, violations, or fines.


2 - Fees for Commercial Use and Non-Residents: Businesses reserving PP&R athletic facilities will incur a Commercial Use Fee. A Non-Resident Fee applies if 70% or more of a league's team members are not residents of the city. A Secondary Season Fee applies if the league reserves facilities outside of their primary season.


3 - Alcohol Policy: Alcohol use requires prior approval from PP&R's Customer Service Center. Fees apply, and proof of insurance is needed to cover participants.


4 - Amplified Sound: Not allowed without prior approval, and it's not allowed during general league play. It may be requested for tournaments at specific parks, with compliance to city noise regulations.


5 - Garbage Cleanup: Applicants must remove all garbage generated from the event. Fines may be charged if the field is left dirty or unplayable.


6 - Light Fees: If using lighted fields, light fees are charged starting 30 minutes after daylight ends, applicable to permits with extended hours.


7 - Portable Restrooms: Additional fees for portable restrooms based on the duration of the permit.


8 - Vehicle Access: A vehicle access pass is required for vehicles entering parks, excluding public roads and parking lots. Approval is needed, and vehicles must stay on hard surfaces. A fee applies, and a refundable deposit may be required for park access keys.


9 - Insurance Policy Requirement: When submitting an application, it is mandatory to provide a valid insurance policy. This means the organization must have an active insurance policy in place at the time of submission. Policyholder Requirement: The organization applying must be listed as the policyholder on the insurance policy. This ensures that the insurance is specifically covering the organization in case of any claims or incidents related to the activity or event. Permits will not be issued unless proof of insurance is provided. This highlights the importance of meeting this requirement to avoid delays or rejections of the application.


10 - Payment and Booking: Applicants have 10 days to confirm the bookings. If we do not receive written confirmation within 10 days, the permit(s) will be cancelled. Credit cards must be saved on file for payment plans to automatically charge in the following manner:

• Application fee and 50% payment are required before a permit can be issued

• 25% due on or before the first date reserved

• 25% of balance due 30 days after first date reserved

• For tournaments, the remaining 50% is due 30 days after the first payment, or

at least 30 days before the first date booked.


11 - Secondary Season Fee for Adult Leagues: A 15% fee applies to adult leagues booking facilities outside their primary season, except for synthetic turf fields.
