PRELIMINARY PROJECT DESIGN FORM (PPDF) - Interagency Partners


To initiate the tree review process for Major, Capital, and Maintenance projects, please fill out the information below.


Applicants shall consult with the City Forester during the preliminary design phase for projects on City-owned or managed sites, new public streets, or improvements to existing streets.


Title 11 Tree Code governs the removal, protection, and planting of trees during the development process, promoting the integration of existing trees into site designs, preserving adequate space for new tree planting, and ensuring appropriate tree replacement when necessary.


Urban Forestry will assess project proposals to identify trees that can be preserved, evaluate potential impacts on trees, and outline planting requirements in accordance with this code. https://www.portland.gov/code/11

Heritage trees on site?*

Heritage Trees are trees that have been formally recognized by City Council for their unique size, age, historical or horticultural significance.

Heritage Trees must be protected during development.

Non-Park User Permit

A Non-Park User Permit (NPUP) is required for any non-park use, as defined by Portland City Code Title 20 https://www.portland.gov/code/20 on PP&R property by any individual, organization, business, or agency, other than PP&R or PP&R’s contractors.


NPUP policies require all entities, including other City bureaus, private citizens, or businesses, to submit an application for review and pay any applicable fees for their proposed non-park use.

Examples of work requiring an NPUP include:


  • Construction activities
  • Staging of materials or equipment
  • Vehicle access in the course of performing work
  • Traversing park property with equipment or personnel for construction related work
  • Utility-related work, such as internet/telecom, electric/power, gas, sewer, and water


Please note: Submission of an NPUP application for use of PP&R property does not guarantee that park land will be made available for the requested use.

As the applicant submitting this application for an Urban Forestry permit for a Major, Capital or Maintenance project on City property, I certify that the facts and information set forth in this application are true and complete to the best of my knowledge.

I understand that any falsification, misrepresentation or omission of fact (whether intentional or not) in this application or any other required document, as well as any misleading statement or omission, may be cause for revocation of the permit, regardless of how or when discovered.

I am also responsible for gaining the permission of the owner(s) of the adjacent properties (if applicable) in order to submit this application and for reviewing the responsibility statement with them. Urban Forestry is not liable if any of these actions are taken without the consent of the owner(s) of the property.

In order to process this application, Urban Forestry staff may visit the site, photograph the property, or otherwise document the site as part of the permit.

I agree to comply with City of Portland Code Title 11 Trees. I understand that submitting an application does not entitle me to a permit, and I must have physical possession of the permit before beginning any work. Failure to obtain a permit or violating the terms of a permit may result in civil penalties of up to $1,000 per tree per day in accordance with City Code Title 11; additional fines may also apply.

I agree to hold harmless the City of Portland, its agents, officers, and employees for any damage or injury caused by reason of planting, placement, maintenance, or removal of trees.
