  • Upon receipt of the application, County staff will evaluate the project's eligibility according in accordance with the Private Road Preventative Maintenance and Repair Program Policy.
  • If the application is eligible, a list of the property owners will be sent to the applicant for signatures. If the application is ineligible, the applicant will receive a Notice of Ineligibility via electronic mail (E-mail ).
 

 

Key Eligibility Requirements

  1. The project must be on private road that is continuous and contiguous to an existing publicly maintained right of way.
  2. The work by private enterprise is not feasible due to the minor size of the project or the inability by the benefitted property owners to fund the project upfront.
  3. 100% of the owners of the parcels benefitting from the requested re-paving project must sign the petition, if method of payment is a special assessment.
  4. Any easements required for the road repaving shall be granted to the County free of charge and the owners, on behalf of themselves and their successors and assigns, shall, in a recordable form acceptable to the County, waive, release and discharge the County from any and all liability related to or arising out of the road repaving or use and enjoyment of the easements.
  5. If method of payment chosen is special assessment, a Non Ad Valorem assessment imposed by the Board of County Commissioners for the costs of any repaving project shall be collected pursuant to the method provided in Section 197.3632, Florida Statutes
  6. Applicant(s) have the option to pay the full total cost of any road repaving without the imposition of a non-ad valorem assessment either through an existing Homeowner’s Association or other means. The availability of funding to support the total costs of the project would need to be verified by the County before any work commences.
