The UC Berkeley Safe Transportation Research and Education Center (SafeTREC) invites California communities to apply for a Complete Streets Safety Assessment (CSSA), a free technical assistance service. The CSSA is a comprehensive transportation safety assessment that focuses on pedestrian and bicycle safety. It helps local agencies identify and implement traffic safety solutions that lead to improved safety for all users on California’s roadways.


The CSSA is conducted by a team of safety experts with input from the local agency partner. The applicant will be expected to participate in a phone interview and complete a benchmarking survey. The safety expert team will review findings from the benchmarking survey and crash history, as well as conduct an in-person field assessment to prepare a report summarizing their findings and suggestions for enhancing safety for people walking, biking, driving, and taking transit.


All California cities and public schools/colleges with a population greater than 2,500, all counties, and all Federally Recognized Tribes are eligible to apply for this program.


Funding for this program is provided by a grant from the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration (NHTSA).

We encourage multidisciplinary stakeholder participation, such as transportation engineers, planners, law enforcement, and other departments within the jurisdiction, advocacy groups, elected officials, and others. Could your jurisdiction commit at least one staff member who is familiar with the transportation safety issues in your jurisdiction and one other local stakeholder representative to attend a preliminary phone meeting and a one day field assessment between February and May 2024?*
