Suspicious Activity Report (SAR) A suspicious activity report (SAR) is defined as “official documentation of observed behavior reasonably indicative of preoperational planning associated with terrorism or other criminal activity.” The Kentucky Office of Homeland Security (KOHS) is happy to provide an anonymous means of reporting harmful and suspicious activity to the Commonwealth.
