Zoning and Planning Requests

The following Zoning and Planning requests can be initiated online through this form and completed via email.


Any applicable fees (listed in details below) will be invoiced after a complete request is received by staff and can be paid online.

Due to current staffing levels in our Development Review Planning team, requests through the Zoning Portal are taking longer than usual. Please have patience with our team members as we are working as quickly as possible to address your request in the order it was received.


If you are submitting additional information through the portal, please include the reference number previously assigned to your request. Doing so will help staff as they strive to provide timely assistance to all of our customers.


All requests / applications must include the name and email of the applicant or requestor (phone number strongly recommended) and the address of subject property. Additional information varies depending on the request. Details are provided below by application or request type.


DETAILS:

Alcohol Beverage License Zoning Sign-offs (includes one/two/three day events) (No Fee)

Alcohol Beverage License Zoning Sign-offs (includes one/two/three day events) (No Fee)

  • Upload (File Attachments section) a PDF of the State Alcohol License application.
  • All pages must be filled out completely, including the site plan / floor plan sketches, and the applicant must sign. We are unable to process incomplete or unsigned applications.
  • DO NOT INCLUDE ANY SOCIAL SECURITY NUMBERS in the application to Zoning. All emails are public records and should not include sensitive information. You may omit the entire page.
  • No fee.

Comprehensive Sign Program (CSP) and Amendments ($400 Fee, $150 Fee for Amendments)

  • Upload (File Attachments section) a completed Comprehensive Sign Program Application. Available online under Planning and Zoning Applications, Forms & Requests. Direct link. 
  • Upload (File Attachments section) site plans, elevations, sign drawings as required by the application in original PDF files; scanned copies will not be accepted.

  • $400 fee ($150 for amendments to existing CSP), invoiced and paid online after a complete request is received.

Division of Lot of Record/Minor Lot Line Adjustment ($150 Fee, Annual)

  • No more than two lots may be altered or created without a Preliminary Plat/Final Plat.
  • Upload (File Attachments section) a completed Division of Lot of Record/Minor Lot Line Adjustment Application. Available online under Planning and Zoning Applications, Forms & Requests. Direct link.
  • Upload (File Attachments section) surveys and legal descriptions for each parcel or lot, including the parent lot and each individual new lot (required). Surveys shall be prepared, signed and sealed by a professional surveyor and shall include at minimum, north arrow, scale, location map and date prepared and include the location, footprint and size of all existing structures and improvements on the site.
  • $150 fee, invoiced and paid online after a complete request is received.

Dog-Friendly Dining Permit ($75 Fee, Annual)

  • Upload (File Attachments section) a completed Dog-Friendly Dining application. Available online under Planning and Zoning Applications, Forms & Requests. Direct link.
  • A valid Outdoor Café permit for the business is required.
  • A valid Business Tax Receipt for the business is required.
  • $75 annual fee, invoiced and paid online after a complete request is received.

Marine and Dock Permit (No Fee)

  • Upload (File Attachments section) a PDF of a completed Pinellas County Water and Navigation Permit including dimensioned drawings of the proposed dock, boatlift, catwalk, etc.
  • No fee.

Minor Revision to Level Two Flexible Development Approval ($400 Fee)

  • Upload (File Attachments section) a completed Minor Revision Application. Available online under Planning and Zoning Applications, Forms & Requests. Direct link.
  • Upload (File Attachments section) detailed site plans, elevations, landscape plans, etc. and/or a comparison document which show and call out each proposed change. A comparison document showing the approved plans and proposed revised is strongly recommended.

Outdoor Café Permit ($50 Fee Initial, $25 Annual Renewal)

  • Upload (File Attachments section) a completed Outdoor Café Permit application. Available online under Planning and Zoning Applications, Forms & Requests. Direct link.
  • A valid Business Tax Receipt for the business is required.
  • $50 fee for initial application or $25 for annual renewal, invoiced and paid online after a complete request is received.

Temporary Use Permit (No Fee)

  • Upload (File Attachments section) a completed Temporary Use Application. Available online under Planning and Zoning Applications, Forms & Requests. Direct link.

  • No fee.

Zoning Verification Letter ($50 Fee)

  • Upload (File Attachments section) a completed Zoning Verification Letter Request. Available online under Planning and Zoning Applications, Forms & Requests. Direct link.
  • $50 fee, invoiced and paid online after a complete request is received.

Miscellaneous Zoning Requests

  • Include details on the request, the question or the proposal.
  • No fee for inquiries.
