The Interstate Compact for Juveniles(ICJ), Article IX, requires that “Each member state shall create a State Council for Interstate Juvenile Supervision. . .” ICJ Administrative Policy 01-2011 was enacted to ensure “compliance with the statute requirement that each member state or territory maintain a state council.” The policy requires that each state submit a report by January 31 of each year to include a roster and meeting dates.
