Purpose
The City of Detroit’s Transportation Innovation Zone (TIZ) Permit is designed to allow innovators to pilot mobility related projects safely and rapidly in the public right of way within Detroit’s TIZ. The TIZ is managed by the City’s Office of Mobility Innovation (OMI).
To apply for a TIZ Permit, please fill out this application form. In this application, you will be asked basic questions about your project, goals, audience, and impact. Don’t worry, there are no wrong answers here. Detroit wants to work with you to make your pilot happen!
Since projects will come to a pilot stage through different paths, this application will (1) identify if any permits or authorizations will be required for your pilot, and (2) if permits are required, will trigger an OMI Preliminary Pilot Review (OPPR) meeting be scheduled.
At an OPPR meeting, the applicant team will meet with relevant City of Detroit agencies and departments to review and discuss any considerations and requirements that must be addressed for a pilot permit may be issued (see the OPPR process attached).
Projects that are eligible to apply for a TIZ Permit must be related to mobility. Detroit allows for a broad definition of “mobility related” to encourage innovation in the mobility space. The pilot must have a proposed timeline, audience, and geographic scope. You may receive follow-up questions after filling out this application before an OPPR meeting is convened. Safety is our top priority and OMI representatives must have a thorough understanding of the project to ensure public safety.

o Transportation solutions, deployments, or pilot projects that operate within the public right-of-way (ROW)
o Ex: Docked and dockless micro-mobility solutions (i.e. Bikes, scooters, mopeds, carts)
o Ex: Autonomously/remotely operated passenger and cargo vehicles (i.e. surface delivery robots, aerial drones)
o Ex: Private micro-transit/shuttle/ride-sharing offerings (incl. TNCs)
