Idaho Empowering Parents Program Qualifying Provider Application


Thank you for your interest in becoming a vendor/provider for Idaho’s Empowering Parents grant program. The State of Idaho has contracted with ClassWallet for programmatic support and to manage the distribution of grant funds to participating families. Vendors/Providers will use ClassWallet to accept payment for eligible educational services and products, and to create a profile that describes the services and/or materials they offer to Idaho’s eligible students.

Instructions:

In order to be listed as an approved vendor for Empowering Parents grant recipients, you will need to complete the following steps:


STEP 1 - Application Form: Complete the application form found on this page. Vendors must include current licensing and those whose services require direct contact with students must complete drug-free workplace and background check assurances, as applicable.


STEP 2 - Setup ClassWallet Account: If your application is approved, you will receive an email with a link to the ClassWallet website and the required next steps. Follow the instructions in that email to set up your ClassWallet account to receive ACH payments. Per Empowering Parents program guidelines, you will be required to enter a description of products and/or services provided to a student during the creation of your ClassWallet account.


If your application is found to be incomplete or is rejected, you will receive information on what is needed to complete your application or why the application was rejected.

Important:

  • All providers must directly submit a Qualifying Provider application to be considered for The Idaho Empowering Parents Program. Submissions from program participants (parents submitting on behalf of a provider) will be declined.


  • The information submitted on this application must match the information used to create your ClassWallet vendor account. Once approved, your registration will NOT be deemed complete until you create your ClassWallet account and verify your bank account. This is how you will receive payments from program participants.

LOCATIONS SHARE THE SAME BANKING INFORMATION?


1. If you have multiple service locations who all share the same banking information you will be required to register your ClassWallet account under one email address.


2. In the vendor settings in the display name field enter:


Your business name followed by your approved locations.


For example: My Favorite Tutor – Boise, Idaho Falls, Lewiston, Moscow


LOCATIONS HAVE DIFFERENT BANKING INFORMATION:

If your multiple service locations do not have the same banking information, then each individual location must apply and register as its own standalone organization, each with their own unique email address.


Fees:

ACH payments from a scholarship student’s account to a qualifying provider will be assessed a 2% ClassWallet processing fee. This fee is incurred by the provider and will not result in an additional withdrawal from the student’s account. The processing fee applies to the entire payment amount.

Extra-curricular classes, camps and coaching services: Vendors who provide or facilitate one of these services.

Driver's education provider: Vendors who provide Driver's Education instruction outside of a school district. Valid license(s) may be required.

Physical goods vendor: Vendors who sell educational items like curriculum, books, technology, sporting goods, etc.

Testing provider: Vendors who provide SAT, ACT, AP, and IB tests.

Therapy services: Vendors who provide Speech, Occupational, Physical, Behavioral, Audiology, Vision or Dental therapy. No other therapies are approved at this time. Valid license(s) may be required.

Tutoring services: Vendors who provide tutoring in any subject, either in-person or online. Valid license(s) may be required.

School District/Public Charter School/CTE programs: Idaho school district, public charter school, or CTE program that offers educational programs for a fee or pursuant to contract.

If your application is approved, you will be required to enter a Display Name in your ClassWallet vendor account. The Display Name is the name that will be seen publicly by families.

Vendors whose services require direct contact with students through the Empowering Parents Grant Program are asked to maintain and enforce a drug-free workplace. Vendors can evidence their compliance by completing the following assurances form.


Vendor must provide reasonable assurance that:

1. The vendor has a formal policy regarding the maintenance and enforcement of a drug-free workplace.

2. The vendor communicates drug-free workplace requirements and policies to staff.

3. The vendor monitors a drug-free workplace and maintains procedures for effective resolution of drug-free workplace complaints.

4. The entity has established procedures to remediate or develop corrective action plans to address non-compliance with drug-free workplace policies.

5. Steps are taken to terminate relationships, as appropriate if violations are identified.

Vendors participating in the Empowering Parents Grant Program must provide assurances that a criminal history check has been completed for each employee who has unsupervised contact with a minor while providing services purchased through the Empowering Parents Program. By selecting the checkbox, you are providing assurance that your organization has completed criminal history check on all employees who will have unsupervised contact with a minor while providing services purchased through the Empowering Parents Grant Program and that no employees were found to have pleaded guilty to or been convicted of any of the disqualifying felony offenses as listed above.


The criminal history check, which may be considered valid for five (5) years, must minimally include the State Bureau of Identification and the statewide sex offender registry.


Any person who has pleaded guilty to or has been found guilty of any of the disqualifying felony offenses listed below may not provide services purchased through the Empowering Parents Grant Program if such services require unsupervised contact with minors.


Felony offenses that would disqualify a person from participating as a vendor in the Empowering Parents Grant Program include:


  • The aggravated assault of a child, Section 18-905, Idaho Code, or the assault with intent to commit a serious felony against a child, Section 18-909, Idaho Code;
  • The aggravated battery of a child, Section 18-907, Idaho Code, or the battery with intent to commit a serious felony against a child, Section 18-911, Idaho Code;
  • The injury or death of a child, Section 18-1501, Idaho Code;
  • The sexual abuse of a child under sixteen (16) years of age, Section 18-1506, Idaho Code;
  • The ritualized abuse of a child under eighteen (18) years of age, Section 18-1506A, Idaho Code;
  • The sexual exploitation of a child, Section 18-1507, Idaho Code;
  • Possession of photographic representations of sexual conduct involving a child, Section 18-1507A, Idaho Code;
  • Lewd conduct with a child under the age of sixteen (16) years, section 18-1508, Idaho Code;
  • The sexual battery of a minor child sixteen (16) or seventeen (17) years of age, Section 18-1508A, Idaho Code;
  • The sale or barter of a child for adoption or other purposes, Section 18-1511, Idaho Code;
  • The murder of a child, Section 18-4003, Idaho Code, or the voluntary manslaughter of a child, Section 18-4006 1., Idaho Code;
  • The kidnapping of a child, Section 18-4502, Idaho Code;
  • The importation or exportation of a juvenile for immoral purposes, Section 18-5601, Idaho Code;
  • The abduction of a person under eighteen (18) years of age for prostitution, Section 18-5610, Idaho Code;
  • The abduction of a person under eighteen (18) years of age for prostitution, Section 18-5610, Idaho Code;


The general classes of felonies listed above is intended to include equivalent laws of federal or other state jurisdictions. "Child" means a minor or juvenile as defined by the applicable state or federal law.

  • Vendor acknowledges and agrees to only sell eligible products and services on the marketplace.
  • The vendor will be advertised on the marketplace in accordance with the eligible products and services categories. Products, materials, and book titles must be listed for review and approval. Ambiguous categories such as “other” or “supplies” are not allowed.
  • Vendor may not send a payment, refund, or rebate of grant funds to a parent. All payments, refunds, or rebates must be processed through Class Wallet.
  • Vendor understands that late payment or refund payment fees are not allowed.
  • Vendor will provide evidence of current teacher credentials and/or licensure, as applicable. Additionally, vendors whose services require direct contact with students assure that vendor’s employees are required to pass a background check, have a drug-free workplace, and have adequate content knowledge in the subject areas being tutored.
  • Vendor will not use the name or logo of the Empowering Parents Grant Program for ad advertising, publicity releases, websites, sales presentations, marketing materials, publications, correspondence, and announcements for their own benefit without the prior written consent of the State Board of Education. Please contact empoweringparents@edu.idaho.gov for consent to use the Empowering Parents logo.
