Fellowship Placement(s) & High-Level Scope of Work

At the Hunger Center, we know that ending hunger will require policy solutions and that good policy must be grounded in the daily reality of people experiencing hunger. Accordingly, we require that each two-year fellowship gives the fellow experience in community-based work in the Global South and in policy formulation. This unique two-placement structure gives fellows a critical breadth of experience with the sector and the systems that govern it as they support partner organizations with skilled capacity.


Please note that most often, Year 1 corresponds with community-level work in the Global South and Year 2 with policy-level work at an HQ or regional office. Our preference is for year 1 to be in the Global South. Please let us know if you have a strong preference for the policy year to be the first fellowship year and explain your rationale.

Important Notices & Host Organization Fees

Host Organizations pay a program fee based on organizational budget size (see bullets below). The fee must be submitted to the Congressional Hunger Center at least 30 days prior to the start of each fellowship year.


  • Annual budget under $10M : $22,000//per year
  • Annual budget $10M - $25M: $24,000/per year
  • Annual budget $25M - $50M: $26,000/per year
  • Annual budget $50M - $100M: $28,000/per year
  • Annual budget over $100M: $30,000/per year


Note: Budget refers to the host organization's total budget, not to a specific country office or other office of the host organization. All budgets and fees are in U.S. dollars.


Note: If this is a partnership application, please answer separately for each organization.

Contractor Status: Per Public Law 110-246, Leland Fellows are not employees of the Hunger Center or their host organizations. Fellows are classified as 1099 contractors. As contractors, fellows are subject to self-employment taxes and need to procure health coverage on their own.
