Large Customer Self-Direct Program
2025-2026 Program Size Survey
Background: The Illinois Power Agency (“Agency”) is seeking feedback from Large Commercial and Industrial Customers, Renewable Energy Developers, Alternative Retail Energy Suppliers, and brokers to inform the determination of the program size for the 2025-2026 program year for the Large Customer Self-Direct Renewable Portfolio Standard Compliance Program (“Self-direct Program”).
The Self-direct Program encourages large electric load Illinois customers (aggregated demand over 10 MW) served by ComEd or Ameren Illinois to retire Renewable Energy Credits (“RECs”) acquired through private long-term contracts with new utility-scale wind and/or solar facilities. Participants in the Self-direct Program receive an electric bill credit reducing Renewable Portfolio Standard-related bill charges. The Agency will be releasing the proposed 2025-2026 program size on January 15, 2025 for stakeholder feedback. A formal application process for the 2025-2026 program year will then take place in February/March 2025. The information that is received through this short survey will be used along with other research conducted by Agency to support the IPA’s determination of the quantity of RECs that are expected to be retired in compliance with the Self-direct Program. The survey is expected to take respondents less than 5 minutes to complete.
Responding to this request is strictly voluntary and does not obligate any responding entity to participate in the Self-direct Program. Declining to respond to this request will not exclude the entity from participation in the program.
