By and For Registration: Organizations and Partners

The Community Reinvestment Plan Report (PDF) sets out a strategy for the distribution of funding from the Community Reinvestment Plan (CRP) Account to invest in communities disproportionately harmed by the historical design and enforcement of state and federal criminal laws and penalties for drug possession, “War on Drugs”. The CRP Account was established in 2022 with funding to address racial, economic, and social disparities focusing on four key areas: economic development, legal assistance, violence prevention, and reentry services. (RCW 43.79.567)


The harm from unjust practices requires healing and action – recognizing the structural racism embedded in the historical design and enforcement of state and federal crime laws and penalties for drug possession.


CRP DEFINITION FOR "BY AND FOR" ORGANIZATIONS

The CRP prioritizes funding to "By and For" organizations and emphasizes working with nonprofit, faith-based, and grassroots organizations. As defined by the Office of Equity, to qualify as "By and For" for purposes of the Community Reinvestment project, an organization must:


  • Be part of, rooted in, and defined by the identity of a particular communities.
  • Have leadership and staff who belong to the Black, Latine or tribal community; and
  • Have roots in their communities as change agents and providers of mitigating systems of community service.
  • Invest in and work with community members to improve their quality of life.

Note: Only organizations that fit one of these two descriptions are eligible for funding. If your organization does not align with either of these options, unfortunately, it does not meet the eligibility criteria for this funding opportunity.

 

Partner organizations collaborate with groups, including "By and For Organizations," to achieve shared goals. These partnerships involve direct collaboration, public endorsements for credibility, and consulting for inclusivity and cultural sensitivity. Such relationships are key in promoting mutual respect and understanding across diverse communities, thereby enhancing the impact and outreach of the involved organizations.


Provide evidence of your partnerships or collaborations with "By and For Organizations" and/or communities harmed by the historical design and enforcement of state and federal criminal laws and penalties for drug possession. You can provide:

  • Memorandum of Understanding, Agency Agreements from these organizations.
  • Letters from trusted leaders in communities in Washington, including highlights of its actions to work with these communities.

Given the historical context of structural racism influencing the design and enforcement of drug policies, which have disproportionately affected Black, Tribal, and Latino communities in Washington, it is crucial to address and prioritize healing and action within these groups as outlined in the Community Reinvestment Plan (CRP) report. However, to prioritize the inclusion of all severely impacted communities, including those that have historically been marginalized or overlooked, we are continuing to gather information to examine our efforts.

How Your Organization Helps the Community

 

CRITERIA: Be part of, rooted in, and defined by the identity of the Black, Latine, or Tribal community;


Guidance: Requires that your organization or your partner organization should be closely connected with, and primarily focused on, the Black, Latine, or Tribal community. This means your organization should be an integral part of these communities, deeply involved in their activities, and clearly represent their identity and interests. Essentially, your organization should be established by and for the people in these communities, reflecting their culture, values, and priorities.

 
 

CRITERIA: Have leadership and staff who belong to the Black, Latine or Tribal community; and


Guidance: This criteria requires that most leaders and staff in your organization or your partner organization must belong to and be representative of the Black, Latino, or Tribal community. It emphasizes the importance of having people in positions of authority and influence within your organization who personally belong to these communities. This ensures that the perspectives, experiences, and voices of the Black, Latino, or Tribal people are authentically represented and directly influence the organization's decisions and actions.

 
 

CRITERIA: Have roots in their communities as change agents and providers of mitigating systems of community service. Invest in and work with community members to improve their quality of life.


Guidance: This criteria focuses on two key aspects. First, it requires your organization or your partner organization to be deeply connected with its community, acting as a force for positive change and offering services that help address community challenges. Your organization should be known for actively working to make things better in the community. Second, the criterion emphasizes the importance of collaborating with community members to enhance their quality of life. This means investing time, resources, and effort into initiatives and projects that directly benefit the people in the community, helping them lead better, more fulfilling lives.
