Housing Development Office - 2023 Special Funding Proposal Submission

The City of Cleveland will make funds available to invest in affordable and market rate housing development projects, on a competitive basis, through the Department of Community Development’s (CD) Request for Proposals to allocate up to $34,450,000. The following funding sources could be available for submissions:


  • $10M    Affordable Housing Gap Financing    ARPA Restricted
  • $5M    Market Rate Housing Gap Financing    ARPA Gen. Fund
  • $13.7M    30%AMI Affordable Housing Gap Financing    HOME-ARP
  • $4M    Non-Congregate Shelter Gap Financing    HOME-ARP
  • $1.75M    Single-Family Affordable and Market Rate    City Bond Funds


Total Available Funding $34.45M


This Request for Proposals (RFP) is only for housing development projects that will invest in either affordable housing units, market-rate housing units or a mix. The City will also fund up to one non-congregate shelter project through this RFP. For more information go to RFP Memo.


This submission will be scored and used to create a slate of projects to be considered by Council. Any projects approved on that slate of projects will be eligible to apply for these funds through HDO's Neighborly Platform. The Council authorization will not be a funding award. Any funds awarded by the City of Cleveland will be determined by an underwriting process by HDO based on City policies. City staff will recommend the appropriate funding sources to be matched with the appropriate project.

Site Design and Property Standards
