Detroit Legacy Application

All Detroit Legacy applications must include proof of current and past residency. Each year of residency must be supported by a corresponding document. (For example: a claim of residency from 2001-2004 would need to be supported by 2001 utility bill, a 2002 utility bill, a 2003 utility bill, and a 2004 utility bill.)


Documents sufficient for proof of residency for each year you resided in Detroit over the last 30 years include*:

• Lease/rental agreement/deed

• Tax Returns

-Homestead Exemption

• Mortgage Statement

• W-2 Form

• Paystubs

• Insurance Statements

• College Tuition Statements

-School Records

• Michigan State Driver’s License or Identification Card

• Detroit Municipal ID

• MI Voter Registration Card

• Motor Vehicle Registration


*Other forms of documentation will be considered on a case by case basis.


All applicants are required to list each year of Detroit residency they are claiming, the address of residency, and documentation they are attaching to the application proving each year of residency using the template linked below. Once complete, the list must be saved and attached to this application. The list template can be found here: https://detroitmi.gov/document/residency-list-template


If you are applying as a 15-year Detroiter, you must provide:

  1. Digital copies of any number of documents from the list above proving 15 years of residency over the last 30 years. The years do not have to be consecutive. This must include proof of current Detroit residency and current state issued Photo ID.
  2. A completed list detailing each of the 15 years of residency


If you are applying as a 13-year low-income Detroiter, you must provide:

  1. Digital copies of any number of documents from the list above proving 13 years of residency over the last 30 years. The years do not have to be consecutive. This must include proof of current Detroit residency and current state issued Photo ID.
  2. A digital copy of your 2019 Federal Income Tax Return
  3. A completed list detailing each of the 13 years of residency


If you are applying as a 10-year Detroiter with a controlled substance (marijuana) conviction before 11/7/18, you must provide:

  1. Digital copies of any number of documents from the list above proving 10 years of Detroit residency over the last 30 years. The years do not have to be consecutive. This must include proof of current Detroit residency and current state issued Photo ID.
  2. A digital copy of your Judgment of Conviction or, if convicted as a minor, documentation of being adjudged to be a ward of the court.
  3. A completed list detailing each of the 10 years of residency


If you are applying as a 10-year Detroiter who was the dependent of an individual with a controlled substance (marijuana) conviction before 11/7/18 and before your 18th birthday, you must provide:

  1. Digital copies of any number of documents from the list above proving 10 years of Detroit residency over the last 30 years. The years do not have to be consecutive. This must include proof of current Detroit residency and current state issued Photo ID.
  2. A digital copy of your parent's Judgment of Conviction or, if convicted as a minor, documentation of being adjudged to be a ward of the court. The conviction must have occurred on or before your 18th birthday.
  3. Proof of dependency in the form of a birth certificate with the parent's name on it or 3 years of tax returns filed prior to your 18th birthday where you were claimed as a dependent by the parent.
  4. A completed list detailing each of the 10 years of residency
