Industry Recognized Credential Evaluation Form

This form is designed to collect reflections and responses from industry partners about the suitability, applicability, and utility of Industry-Recognized Credentials (IRCs) submitted for inclusion in Oregon's collection. Please respond to the following items. Your work will help us ensure that adopted credentials reflect local/regional needs, support Perkins CTE Programs of Study, and provide a foundation for success for students.


For context, common IRCs include certifications from national accrediting and professional organizations as the American Welding Society (AWS) and the National Institute for Automotive Service Excellence (ASE); industry standard certifications from recognized industry leaders such as Microsoft and Oracle, Certified Nursing Assistant (CNA) validating examinations, and regulatory agencies such as the Federal Aviation Administration (FAA).


Industry-Recognized Credentials focus on TECHNICAL SKILLS required to perform the functions of the work or to qualify for further education/training. Applying the Quality Rubric to the Credential

In this section, you will use a series of criteria to further investigate the usefulness of the proposed credential. When asked for comment, please be as extensive as necessary.

Credentials Criteria #1-IRC Research and Selection

As you work with the CTE program representatives, you have opportunities to talk about what credentials can do for the learners. This criterion is all about choosing the right credential to help learners succeed. Use the levels below to respond to the question that follows.



Level 1 - Does not Meet the Requirements


Program is in the process of researching appropriate and available certifications.


Level 2 - Minimally Meets Requirements


An appropriate industry credential is identified and available to program completers in both secondary and postsecondary.


Level 3 - Meets Requirements


Some program completers earn an industry credential, or combination of credentials, that are approved by ODE and HECC.


Level 4 - Exceeds Requirements


A high percentage of program completers earn ODE and HECC approved industry recognized credentials, or a combination of credentials, that increase their employability in that industry.

Credentials Criteria #3-Advisory Guidance and Credential Approv al

Level 1 - Does not Meet the Requirements


Industry does not deem this credential to reflect a necessary and sufficient depth and breadth of content area knowledge and skills to indicate readiness to enter the related career and/or related postsecondary education and training program.


Level 2 - Minimally Meets Requirements


Industry deems this credential to reflect some of the necessary and sufficient depth and breadth of content area knowledge and skills to indicate readiness to enter the related career and/or related postsecondary education and training program, but not all.


Level 3 - Meets Requirements


Industry deems this credential to meet the necessary and sufficient depth and breadth of content area knowledge and skills to indicate readiness to enter the related career and/or related postsecondary education and training program.


Level 4 - Exceeds Requirements


Industry deems this credential to exceed the content area knowledge and skills needed to enter the related career and/or related postsecondary education and training program.

Credentials Criteria #4- Cost and Availability

Level 1 - Does not Meet the Requirements


The credential constitutes no value for the cost of credential/testing for student attainment; test and/or erects barriers to learners’ participation.

Level 2 - Minimally Meets Requirements


The credential constitutes minimal value for the cost of the credential/testing to learner access through cost or test participation.


Level 3 - Meets Requirements


The credential constitutes value for the cost. Learners are able to participate in the testing.


Level 4 - Exceeds Requirements


The credential constitutes a high value for the cost and the program actively works to eliminate barriers to test participation.
