Certification for National Science Foundation (NSF) Awards Disclosure of Foreign Involvement

This form is required for all NSF (and NSF flow-through) awards. NSF (and NSF flowthrough) awards will not be processed without a signed form for all Principal Investigators, Co-Principal Investigators, and Senior Persons identified on the project. NSF’s award terms and conditions require Drexel to identify undisclosed current support or in-kind contributions that were active as of the date the proposal was submitted to NSF. Drexel is required to report such undisclosed information within 30 calendar days of discovery.

If you discover that information was missing from the proposal, please contact the Sponsored Projects team immediately for further guidance.

Additionally, please be informed that NSF has recently implemented a requirement that any changes in active other support during a reporting period must be reported on the RPPR by uploading an updated Current & Pending document.

Relevant Components in Submitted Proposal

Current and Pending Support: Please confirm that the Current and Pending Support includes all current project support for this project, for ongoing projects, and for any proposals currently under consideration from whatever source including, but not limited to:

● federal, state, local, or foreign agencies or entities;

● public or private foundations; non-profit organizations;

● industrial or other commercial organizations;

● internal funds allocated toward specific projects;

● or consulting agreements.

Reporting of these items is required, irrespective of whether such support is provided through the proposing organization or is provided directly to the individual.

All projects and activities that require a time commitment must be reported (no minimum has been established), even if the support received is only in-kind or otherwise does not have monetary value. In-kind contributions include, but are not limited to things such as office/laboratory space, equipment, supplies, employees, students. In-kind contributions not intended for use on the project/proposal being proposed must also be reported. If the project (or any part of the project) now being submitted has been funded previously by a source other than NSF, information must be provided regarding the last period of funding. Although this information is used primarily to confirm that the PIs have the capacity to take on the proposed project, NSF may also use this section to ensure all foreign affiliations are reported. Please refer to NSF PAPPG II.C.2.h.

Facilities, Equipment and Other Resources: Please confirm that the Facilities, Equipment and Other Resources section includes all in-kind contributions, from both domestic and foreign sources that are intended for use on this project being proposed to NSF. In-kind contributions include, but are not limited to things such as office/laboratory space, equipment, supplies, employees, students. Domestic and foreign sources of in-kind support include but are not limited to, federal, state, local, or foreign agencies or entities; public or private foundations; non-profit organizations; industrial or other commercial organizations; internal funds allocated toward specific projects; or consulting agreements. Although this information is used primarily to assess the adequacy of the resources available to perform the effort proposed, NSF may also use this section to ensure all foreign affiliations are reported. Please refer to NSF PAPPG II.C.2.i. Please note that this document reflects NSF requirements as of November 23, 2020. PIs and Senior Personnel should check the current requirements frequently to find the most up-to-date information.
