Complete Streets Safety Assessment/ Safe Speed Limits Assessment Program Application - 2025

The UC Berkeley Safe Transportation Research and Education Center (SafeTREC) invites California communities to apply for a Complete Streets Safety Assessment (CSSA) and/or a Safe Speed Limits assessment, a free technical assistance service. The CSSA is a comprehensive transportation safety assessment that focuses on pedestrian and bicycle safety. It helps local agencies identify and implement traffic safety solutions that lead to improved safety for all users on California’s roadways. This year, under the umbrella of the CSSA program, SafeTREC is piloting the Safe Speed Limits assessment. Safe Speed Limits is designed to enhance vulnerable road user safety by providing communities with technical assistance for speed limit setting in accordance with new California state laws.


Both the CSSA and Safe Speed Limits are conducted by a team of safety experts with input from the local agency partner. The applicant or their designee(s) will be expected to participate in a virtual meeting, and also accompany our safety experts in their one-day field assessment in early spring 2025.

 

CSSA

The applicant or their designee(s) will be expected to complete a benchmarking survey about local policies and plans. The safety expert team will review findings from the benchmarking survey and crash history, as well as conduct an in-person field assessment to prepare a report summarizing their findings and suggestions for enhancing safety for people walking, biking, driving, and taking transit. All California cities and public schools/colleges with a population greater than 2,500, all counties, and all Federally Recognized Tribes are eligible to apply.

 

Safe Speed Limits

The applicant will be expected to share their current and previous Engineering and Traffic surveys (E&TS). The safety expert team will review findings from the E&TS and crash history, as well as conduct an in-person field assessment to prepare a report summarizing their findings and suggestions for improving speed management for people walking, biking, driving, and taking transit. Only City and County implementing agencies are eligible to apply for this program at this time.


Funding for this program is provided by a grant from the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration (NHTSA).
