Funding and Program Overview

In April 2020, Travis County received $700,683 in CDBG-CV funds for the preparation, prevention, or response to COVID-19. In September 2020, Travis County received an additional $888,025. The Travis County CDBG Program has administered three prior grant application processes in May 2020, May 2021 and May 2022. Of the $1,588,708 in CDBG-CV funds, $389,519 remains. If all funds are awarded, this application process (March 2024) will be the fourth grant award process for Travis County CDBG-CV funds.

Prospective Program Start Date

PLEASE READ: As stated in Section III.B.5.(b) Reimbursements, FR-6218-N-01: Notice of Program Rules, Waivers, and Alternative Requirements Under the CARES Act for CDBG-CV Grants, FY 2019 and 2020 CDBG Grants, and for Other Formula Program, grantees (Travis County) shall not reimburse costs incurred before January 21, 2020, which is the date the CDC confirmed the first case of the coronavirus in the U.S. (see Section III.B.5.(b) beginning on page 7). This means, Travis County may allow programs (subrecipients) awarded CDBG-CV funds to back-date invoices to as early as January 21, 2020. However, the duplication of benefits is not permitted and since we cannot pay for the same expense twice. If your CDBG-CV program, designed for the preparation, prevention or response to COVID-19, has already received funding to pay for expenses incurred from January 21, 2020 to the current date, those expenses are not eligible for CDBG-CV funding. If the program has incurred expenses that have not been reimbursed, there is a remaining/ongoing need, there is a funding gap, and the expenses are eligible, upon review, the program expenses are likely eligible for reimbursement. In this scenario, if your organization’s grant application is awarded, Travis County must know the first month for which your organization intends to request reimbursement.

Please provide the starting date (i.e. 1/1/2024) your organization anticipates it will submit an invoice to request reimbursement of costs for eligible CDBG-CV program services provided (to eligible clients within the Travis County CDBG service area), if the submitted application is awarded.


If awarded, the response date provided below is the first month your organization will be allowed to request reimbursement. Please ensure no other organizations are reimbursing expenses incurred during the anticipated timeframe CDBG-CV funding is expected, to prevent duplication of benefits.
