Request to Increase Rents Above CPI


Projects that fall under a CPI Moderator may request an exception under specific circumstances. Once all materials are received, the Asset Manager will:


1.    Review and analyze the financial information provided to determine if the project is facing significant increases in operating expenses.


2.    Check the most recent Table 1 submitted through WBARS to identify households that are paying 40% or less of their reported annual income in gross rent. This will be cross-referenced with the Request for Increase Above CPI worksheet.


3.    Apply the requested percentage increase to the rents of households currently paying less than 40% of their income in gross rent, ensuring that the increase does not push these rents above 40% of their household gross income.


4.    Communicate and negotiate with the owner and/or operator to find an acceptable exception to the CPI rent increase. Consideration should be given to the Seattle Municipal Code regarding the economic displacement of low-income tenants when rent increases exceed 10%, as well as any other applicable local or state legislation.

It is crucial to highlight key areas such as staffing costs—both current and projected—maintenance expenses, unit turnover costs, and the necessity of increasing deposits to Replacement Reserve accounts to meet future capital needs.

1. With an increased rent amount, the tenant income-to-rent ratio does not exceed 40% of the monthly household income.


2. The Seattle Office of Housing reserves the right to request additional information to support the need for rent increases.


3. All rent increases require a one hundred and eighty (180) day written notice to tenants {per SMC 7.24.030(A)}.


4. Failure to receive Seattle Office of Housing approval and/or provide tenants with proper notice of rental increases may require a reduction in rent and restitution paid to affected tenants.


5. This document is exclusively intended for rent increase requests above the current year's CPI. Projects must always comply with the most restrictive (lowest) rent requirements, based on all funder requirements. At no time will the Office of Housing approve rent increases above the published rent maximums.


6. Owners who fail to obtain approval from the Office of Housing before implementing rent increases above the CPI limit may be subject to the Seattle Housing Levy Administrative & Financial Plan “Good Standing” Policy, and/or other remedies.
