Hydrant Use Permit Application

Before You Begin

Gather all documentation and information required to complete this application, including:


  1. Hydrant permit type
  2. License plate #, VIN, or other identifying information for each truck being filled
  3. List of all subcontractors on permit(s)
  4. Hydrant tag number(s) (if known)
  5. Specific purpose(s) for which the hydrant user permit will be used
  6. Type of backflow prevention device used
  7. Scans of each Hydrant Use Training Certification Card for each operator using the hydrant(s)
  8. Backflow prevention device details (e.g. - device make, model, and serial number)


Note: Hydrant Use Permits cannot be renewed - a new request must be submitted AND if you have rented a meter from Tacoma Water, it MUST be brought into Tacoma Water for inspection before the new permit can be issued.

In order to apply for a permit, each hydrant operator must have COMPLETED Hydrant Use Training. Any application submitted without proof of completion for each operator will be voided, requiring you to submit another application.

A UBI number is a nine-digit number that registers you with several state agencies and allows you to do business in Washington State. A UBI number is sometimes called a tax registration number, a business registration number, or a business license number.

Hydrant Permit Type*

Multiple Site (Preferred Option)

The permit fee is $100. Monthly water charges will include the Ready-to-Serve charge for a 2" meter per truck, and consumption based on current operating ordinance.


Fixed Site

The permit fee is $100 plus a $1,000 meter deposit. Monthly water charges will include the Ready-to-Serve charge for a 2" meter per truck, and consumption based on current operating ordinance.


Short Term (1-2 days)

Cost is $50 per truck, per day. Click here for a list of preferred hydrants.

Permit Activities

Tacoma Water offers hydrant permits for a number of activities, including:

  • Direct hydrant use for dust control or construction activity
  • Filling hydro-seeding truck
  • Filling non-portable water tanker trucks or tanks
  • Filling ponds, basins, or pools
  • Filling potable water lines for testing
  • Filling potable water tanker trucks or portable tanks
  • Filling vactor trucks
  • Flushing sewer or storm drains
  • Operating or cooling water for equipment

Part VI: Acknowledgements

Hydrant Use Training Acknowledgement

All persons wishing to use our fire hydrants must first obtain a training certification card from Tacoma Water. Free training will be provided by Tacoma Water personnel. This certification card will be required to be on site for each person operating the hydrant. Use by persons without certification will be considered unauthorized and will incur a penalty. Failure to follow operation guidelines may result in revocation of the certification card and subsequent penalties will be incurred.

Permit holder MUST submit consumption at the end of each month, as a requirement of Fixed Site and Multiple Site permits.


Backflow Prevention Acknowledgement

Use of Tacoma Water fire hydrants is conditional upon proper installation of approved backflow prevention. The type of backflow prevention required will depend on the intended use of the water.


Tacoma Water accepts the following types of backflow prevention devices:

  1. Double Check Valve Assembly (DCVA)
  2. Reduced Pressure Backflow Assembly (RPBA)
  3. Air Gap (AG)


Failure to comply with Tacoma Water’s backflow prevention requirements will result in suspension and/or termination of the hydrant use permit.

  1. Current training card(s) for each of the operators that will be using the hydrant(s)
  2. A satisfactory backflow prevention test for each of your devices
