Home Rehab Pre-Screening and Referral Tool

Effective June 10, 2025, the Travis County CDBG Office will use this pre-screening tool to determine if a potential home rehabilitation client meets certain minimum criteria for the County's Home Rehab Program, including but not limited to the following:

  1. Service Area Eligibility - must live in the Travis County CDBG jurisdiction.
  2. Homeownership - must be a homeowner and must occupy the home as your primary residence.
  3. Income Eligibility - must convey information that indicates income eligibility (will be verified by program administrator).
  4. Floodplain Clearance - home must not be in a 100-year floodplain area.


The County's program is administered by Meals on Wheels Central Texas, who established a subrecipient agreement with the Travis County CDBG Office. If a resident meets minimum criteria on this pre-screening tool, Travis County CDBG staff will refer the resident to Meals on Wheels to complete the application, at which time an official determination of program eligibility will be made.


Completing the pre-screening does not guarantee service or program eligibility. It gives a precursory indication of possible home rehab program eligibility. CDBG staff also aims to answer questions and help each applicant prepare for the full application. Additionally, the information provided may help County staff determine how best to serve an applicant. If a staff member completes the pre-screening with an applicant in real-time, a determination will be made the same day. If an applicant is completing this form individually, please allow up to 30-days for a follow-up. A response of eligibility or ineligibility will be provided in writing. If an applicant is determined to be eligible, based upon the pre-screening criteria alone, the applicant (homeowner) will be invited to complete the full application with Meals on Wheels Central Texas.

Property Eligibility Requirements

 

My home is located in unincorporated Travis County or one of the following small city residents are currently eligible for the program (as of June 2025): Bee Cave, Creedmoor, Lago Vista, Lakeway, San Leanna, West Lake Hills, and Webberville.

 
 

This house is my permanent residence (not an investment or rental property.)

 

I have owned my home for at least one (1) year.

 

My mortgage payments are current (no payments are owed for prior months).

 

My property tax payments are current (no payments are owed for prior years.) Or I am current on my payment plan.

 

 

Financial Eligibility Requirements

The following information is important to help determine eligibility for the Travis County Home Rehab program. If based upon this pre-screening tool, a homeowner is determined to be eligible, the homeowner must be prepared to provide some financial documents to verify statements made in this pre-screening tool. Because this program is federally-funded by CDBG grant funds, the program administrator (Meals on Wheels) will be required to collect certain financial documents to verify income and assets. Please note, an applicant will not be able to proceed with an application with Meals on Wheels without providing the requested documentation. This pre-screening tool is designed to help potential home rehab program applicants prepare to apply.

 

Does any member of the household have, or expect to receive in the next 12 months, wages, salaries, overtime pay, commissions, fees, tips, bonuses, or other compensation for personal services? If “yes” please provide 3 months recent pay statements.

 

Does any member of the household have checking account(s)? If “yes” please provide 6 months of recent statements.

 

Does any member of the household have savings account(s)?

 

Does any member of the household have, or expect to receive income or gain in the next 12 months from: stocks, bonds, Treasury Bills, CDs, brokerage accounts, or money market accounts?

 

Does any member of the household receive, or expect to receive in the next 12 months, periodic payments from Social Security, annuities, insurance policies, retirement funds, pensions, disability or death benefits, or similar types of periodic payments? If “yes” please provide award letter.

 

Does any member of the household receive, or expect to receive in the next 12 months, payments in lieu of earnings, such as unemployment and disability compensation, worker’s compensation, or severance pay?

 

Does any member of the household receive, or expect to receive in the next 12 months, Welfare Assistance?

Does any member of the household own, or expect to own in the next 12 months real estate (other than the primary residence) or other capital investments?

 

Does any member of the household have IRA, Keogh, retirement, or pension fund accounts?

 

Does any member of the household have life insurance policies available before death (whole or universal life insurance)?

 

Does any member of the household have, or expect to receive in the next 12 months, a revocable trust?

 

Does any member of the household hold personal property as an investment?

 

Has any member of the household received, or expect to receive in the next 12 months: a lump sum payment or receipt of inheritances, capital gains, lottery winnings, victim’s restitution, or insurance settlements?

Does any member of the household have any interest or receive payments from Indian trust lands?

 

I have less than $50,000 in liquid assets (cash in bank accounts, money markets etc.). Exceptions may apply for those individuals who are currently retired and are living on a fixed income.
