Southern Towers Committed Affordable Unit (CAU) Program Application

Background Information

The City of Alexandria and Southern Towers entered into an agreement in 2015 to provide a limited number of Committed Affordable Units (CAU) at 55% and 60% of the Area Median Income (AMI). The AMI is an estimate from the Department of Housing and Urban Development (HUD) of how much money families (not a particular family or individual) in a given area earned, on average the year before.


This average changes every year and the rents change accordingly. The 2024 maximum rents for the CAUs at Southern Towers (all utilities included) are as follows:


Efficiency: $1,489


One Bedroom: $1,741


Two Bedroom: $2,090

Before a Committed Affordable Unit (CAU) will be offered, evidence of income sources for every prospective occupant must be verified.

Other Requirements and Guidelines

Additional housing expenses include a $65 application fee (per adult), a $300 move – in fee, and a $12 per month tenant insurance fee. The security deposit varies from $100 to $400 depending on credit. Applicants can have a qualifying co-signer if the minimum annual income is not met.


The City will be solely responsible for referring residents to Southern Towers. After the City has provided referrals for the available units, Southern Towers shall complete its screening process in a manner consistent with its standard protocols and in accordance with the terms of its standard lease agreement. At the sole discretion of Southern Towers, the units may be provided in any of the five buildings at the Property.


In all respects, other than rental rate, income eligibility and annual income verification, the rental units will be leased, operated and managed as are other units at Southern Towers. Residents of the Rental Units will be expected to comply with all lease terms. Non-compliance with any lease terms, including the failure to pay rent, will be handled according to the terms of the lease and ST shall have all normal remedies available pursuant to the terms of the lease.


Once a rental unit is leased, it will be considered a committed affordable unit until the occupying household’s income increases to more than 140% of the then-current income limit. At such a time that Southern Towers learns that a lessee is no longer income legible, for a CAU, the over income lessee may remain as a resident, but the rent may be increased to market rate in accordance with any lease restrictions. Southern towers shall not deny admission to an applicant for a CAU because the applicant receives Housing Choice Voucher/Section 8 assistance.


The CAUs shall be maintained in a safe and habitable condition. At no point in time shall the rents for the Rental Units exceed the rents for equivalent market rate units at Southern Towers.
