Parental Activities Set-Aside Rationale


LEAs with a current-year Title I, Part A allocation greater than $500,000 must reserve a minimum of 1% of the allocation for parental involvement. At least 90% of this 1% reservation must be allocated to schools and up to 10% can be allocated to the district level. If an LEA budgets greater than 1% of the Title I, Part A allocation for parental activities in the Consolidated Application, the district may retain the amount in excess of 1% for district-wide parental involvement activities (USDE Parent and Family Engagement: Title I, Part A Non-Regulatory Guidance January 2025).


If the LEA has budgeted greater than 10% of the 1% of the Title I, Part A allocation for district-level parental involvement activities, please submit this rationale with the ESEA Consolidated Application by June 30 annually.

Part 1: Funds

Total preliminary Title I allocation.

Part 2: Planning, Reasoning, and Evaluation

Describe the process the LEA utilized to identify the need to implement additional district-level parent involvement initiatives, funded with Title I, Part A funds. Include the data sources, stakeholder input and content that assisted the LEA in determining that the district-level activities are more effective than school-level activities.

Provide the LEA’s reasoning for exceeding the district-level limitation for the use of the parental activities set aside. Include an explanation of how the LEA will ensure that the funds sent to the school level are of an amount that is sufficient to support student achievement in a meaningful way.


For example, if the LEA is requesting 2% of the Title I, Part A allocation be set aside to provide parental involvement activities and the additional 1% is being used for district-level activities, explain how the district determined that the proposed activities would better meet the intent of Title I, Part A, as opposed to serving schools at the school level.

Provide a description of the LEA’s method for evaluating the effectiveness of the parental involvement activities. Include the measurable goals and desired outcomes.
