Raffle Report
Raffles are a fun way for guilds to raise funds for Seattle Children's. As a gambling activity, raffles must be conducted using the guidelines below:
Guilds are eligible to conduct a raffle after operating for at least 12 months.
Public raffles:
• A guild may conduct two raffles in a calendar year for which cumulative gross raffle revenue may not exceed $5,000. These raffles are open to the public.
• A guild may conduct unlimited members-only raffles.
Members-only raffles:
• In addition to two public raffles, a guild may conduct an unlimited number of members-only raffles in a calendar year for which the cumulative gross revenue may not exceed $5,000.
• Tickets must be sold and prizes awarded only to members of your guild or their guests who may not exceed 25% of members present.
• Tickets must be sold and winners determined during the same event/meeting at the same location.
• Members-only raffles may feature liquor as a prize with a permit from the Washington State Liquor and Cannabis Board. Permit cost is $10 for a single event or $25 for an annual permit. Call (360) 664-1600 or visit the Washington State Liquor and Cannabis Board.
Selling raffle tickets:
• Tickets must be consecutively numbered and two-part tickets may be used.
• Raffle tickets may not be sold over the internet, telephone or through mail.
• Tickets and/or payment for tickets cannot be mailed.
• Tickets may only be sold by guild members and sellers may not receive compensation.
• Members under 18 may sell tickets if supervised and the raffle is managed by adult members.
• Tickets cannot be given away for free or as gifts.
• All tickets must be sold for the same price. No volume discount.
• Maximum price per ticket is $100.
Prizes:
• Prizes must be purchased and/or donated prior to the drawing.
• Tobacco, cannabis and firearms my not be offered as prizes.
• Liquor may not be offered as a prize in a public raffle.
• Liquor may be offered as a prize in a members-only raffle.
The following rules of play must be printed on a flyer or each ticket:
• Guild name, date, time, and location of raffle drawing
• Cost per chance ($100 maximum per ticket)
• Whether or not winners must be present for the drawing
• Description of all prizes to be awarded
